By a 1931 statute, the position of the Parliamentarian was created, replacing the position of Speakers' Clerk. The Parliamentarian is responsible for advising the Speaker on the minutiae of the operations of the Pennsylvania House of Representatives as well as any and all parliamentary procedures.
Since 1931, six gentlemen have served as Parliamentarian and fortunately, the records of the first four are available for research via the House Archives. The Parliamentarians' papers included in this collection are:
- S. Edward Moore (1935-1964; 1967-1968)
- Thomas R. Balaban (1965-1966; 1969-1972; 1975-1976)
- W. H. Clay Keen (1973-1974; 1979-1982)
- Thomas S. McCormack (1977-1978)
Following these Parliamentarians, Clancy Myer served in 1978 and from 1983-2006 and Reizden Moore currently serves from 2007-present.
